Graham clarified, asking “if I try to buy a gun on the internet, where do I pick it up?” Looking perplexed, the FBI Director replied “I assume it’s shipped to you, but I don’t know for sure, actually.”As the Director of the FBI, he should be well aware of the fact that if a private citizen purchases a firearm on the internet, that gun is then shipped to a Federal Firearms License holder (FFL). The individual must then pick up the gun from his or her FFL and pass a background check to take ownership of the gun, a process that is often referred to as a transfer.
