Hamas won the last round of legislative elections and its PM represents the legal gov't of the Palestinian Authority, not Fayyad, who was appointed by Abbas’ Western backers. Abbas’ rule has been based on an illegal emergency decree that has gone on for six years now. But at some point the PA will need to hold elections. It has held very few of them so far because Fatah is afraid of Hamas. But if Palestinian statehood is approved and legal elections are held, then the Islamists will beat the Arab Socialists just like they did in Egypt. And what then?

Assad's forces seize Homs district from rebels - activists
Syrian government forces have pushed rebels from a district in Homs after several days of fierce fighting in the strategically important city, opposition activists said on Saturday. The army moved into Deir Ba'alba, a neighbourhood on the north-eastern edge of Homs, they said, leaving the rebels controlling just the central neighbourhoods around the old city and the district of Khalidiyah, immediately to the north.

Activists voice dismay as Senate renews government surveillance measure

French 75% income tax struck down by constitutional council
France's constitutional council has overturned a top income tax rate of 75% introduced by Socialist President Francois Hollande. Raising taxes for those earning more than 1m euros (£817,400) has been a flagship policy for Mr Hollande, who was elected in May.

Governor signs new law for abortion clinics in Michigan
Michigan's Republican governor on Friday signed into law new rules for abortion providers that supporters say will protect the health of pregnant women but critics say will shutter clinics and restrict access. The law signed by Governor Rick Snyder increases state oversight of abortion clinics and establishes a screening protocol to make sure women are not being forced to get an abortion.

China approves tighter rules on internet access

US evacuates Central African Republic embassy
The US says it has evacuated its embassy in the Central African Republic as rebels threaten to advance towards the capital, Bangui. The state department said it had not broken off diplomatic ties with the government but warned US citizens not to travel to CAR during the unrest. Earlier, CAR President Francois Bozize appealed to the US and France to help block the rebel advance.

Sixteen people have been reported killed by a severe snow storm moving through the north-eastern US after disrupting Christmas in the Midwest. Flights were grounded and road collisions reported as the storm moved across the middle of the US.

Putin signs anti-US adoptions bill
President Vladimir Putin on Friday signed a bill banning Americans from adopting Russian children, part of a harsh response to a U.S. law targeting Russians deemed to be human rights violators. Although some top Russian officials including the foreign minister openly opposed the bill and Putin himself had been noncommittal about it last week, he signed it less than 24 hours after receiving it from Parliament, where both houses passed it overwhelmingly.

Russia urged the Syrian government on Friday to act on its stated readiness for dialogue with its opponents, throwing its weight behind a diplomatic push to end a 21-month-old conflict in Syria. Russian Foreign Minister Sergei Lavrov said he had urged Syrian Deputy Foreign Minister Faisal Makdad to emphasize his government's openness to dialogue with the opposition during talks in Moscow on Thursday.
