Your query is quite interesting and tough to answer simply...
I use the only one superior KingJames version and just included Strong's Hebrew below for verse which may be the most difficult translation ever made by the superior combined translators of the 16th century Protestants of the great people who faithfully translated these precious original scriptures with the superior technique posted earlier and included again below this verse...
Jeremiah:22:22: "The wind 7307 shall eat up 7462-4 all thy pastors, 7462-6 and thy lovers 157-18 shall go 3212-4 into captivity: 7628 surely then shalt thou be ashamed 954-4 and confounded 3637-8 for all thy wickedness. 7451"

Thank God YHWH HE raised up SUPERIOR TRANSLATORS with SUPERIOR TECHNIQUES with SUPERIOR THEOLOGY with SUPERIOR TIMING when PRINTING was INVENTED to Translate the SUPERIOR LANGUAGE TEXTs!
I believe that the word PASTOR(s) is more meaningful than just the word SHEPHERD(s) in that Pastor could include keeping of people,places,pastures...whereas Shepherd is just for keeping sheep.
In order to understand why a group of Superior Translators would come to use PASTOR(s) instead of SHEPHERD(s) in the translation...they have to understand the whole context of the PASSages of the WORD of GOD before choosing the BEST word to provide us who know not the original languages with the BEST understanding of the Original CONTEXT of the ORIGINAL AUTHORs of the Scriptures.
If you study and include the few verses before and after the quoted Jeremiah verses...you would note that Pasture,People,Places,Flock,Vineyard,Portion,Pleasant Portion, were used in the CONTEXT and not just sheep which are ANIMALS instead of PEOPLE.
Using PASTOR(s) in this ONE BOOK of JEREMIAH in OLD TESTAMENT and ONE VERSE of EPHESIANS in NEW TESTAMENT greatly showed a KEY to understanding the SUPERIOR TRANSLATION TECHNIQUE of the KingJames Translators.
Some modern translations simply use SHEPHERD(s) which may reduce or lose the meaningful original WORD of the WONDERFUL HEBREW language.
Thank God that the Faithful Translators had chosen and used the word PASTOR(s) instead of SHEPHERD(s).

Regarding the plural or singular word of PASTOR and the number...
I am sorry that I use search engine PASTOR and this surely includes PASTORs so making 8 searches for the OLD TESTAMENT.
To be exact...only Jeremiah17:16 contain the singular form of PASTOR and all 8 other [OLD&NEW]verses are in the plural form.
