EXCESSIVE RAINFALL ...CALIFORNIA AND FAR SOUTHWEST OREGON...A FORMIDABLE ATMOSPHERIC RIVER OVER THE EASTERN PACIFIC WAS CHARACTERIZED BY A HEALTHY BREADTH OF PRECIPITABLE WATER VALUES OF AT LEAST 1.25 INCHES AT LEAST 150 MILES WIDE. INCREASED MOISTURE AHEAD OF THE RIVER HAD ALREADY LED TO WIDESPREAD PRECIPITATION OVER CALIFORNIA AND WESTERN OREGON. THE RIVER ITSELF WAS MOVING INTO MORE OF A MERIDIONAL ORIENTATION AS IT BECOMES SWEPT UP AHEAD OF AN ADVANCING COLD FRONT AND ASSOCIATED VIGOROUS SHORTWAVE. AS SUCH...THERE WILL NOT BE A LONG DURATION PERIOD OF ZONALLY ORIENTED ATMOSPHERIC RIVER CONDITIONS...BUT THE FULL BREADTH OF THIS MOISTURE WILL BE SWEPT INLAND AHEAD OF THE ADVANCING FRONT IN DRAMATIC FASHION...YIELDING HEAVY RAIN THIS EVENING AND TONIGHT ACROSS MUCH OF CALIFORNIA AND A SMALL PART OF OREGON.

LATE AFTERNOON SATELLITE LOOPS DISPLAYED AN IMPRESSIVE PATTERN OF DIFLUENCE ALOFT...WITH ANTICYCLONICALLY CURVED CLOUD BANDS APPROACHING BAJA CALIFORNIA...AND ALL THE MARKERS OF CYCLOGENESIS OFF THE PACIFIC NORTHWEST COAST. THIS PLACES STRONG DIFLUENCE OVER

A LENGTHY SWATH JUST AHEAD OF THE SURFACE COLD FRONT...FROM NEAR POINT CONCEPTION UP THE CALIFORNIA COAST INTO SOUTHWEST OREGON.

THE RESULTING DEEP LAYER ASCENT WILL WORK ON VERY MOIST AIR TO PRODUCE MODERATE TO HEAVY RAIN FOR SEVERAL HOURS UNTIL THE COLD FRONT ARRIVES AND BRINGS A CHANGE TO A MORE SHOWERY REGIME. THE SAME CAN BE SAID FOR BOTH THE COASTAL AREAS / COASTAL MOUNTAINRANGES...AND THE SIERRA FOOTHILLS...AS RICH MOISTURE EXTENDS WELL INLAND AHEAD OF THE FRONT.

SOME CONVECTIVELY ENHANCED RAINS ARE LIKELY...AND IN FACT...SOME CONVECTIVE CELLS HAD ALREADY BROKEN OUT IN THE CENTRAL VALLEY AS OF 23Z. ADDITIONAL CONVECTION IS LIKELY ALONG THE COLD FRONT...BRINGING ENHANCED RAIN RATES THIS EVENING. THE LARGE SCALE SYSTEM IS ORIENTED SUCH THAT LOW LEVEL JET WINDS WILL BE PRIMARILY SOUTHERLY...BUT SOME VEERING TO A SOUTHWESTERLY DIRECTION IS EXPECTED IN ADVANCE OF THE FRONT...WHICH WILL PROVE TO BE A MORE FAVORABLE UPSLOPE DIRECTION FOR MANY OF THE MOUNTAIN RANGES. LOW LEVEL JET SPEEDS OF AT LEAST 40 KNOTS SHOULD EXTEND AS FAR SOUTH AS SANTA BARBARA COUNTY PER RAP FORECASTS.

.BUT PARTICULARLY STRONG SPEEDS OF 50 TO 70 KNOTS ARE EXPECTED FARTHER NORTH FROM SAN LUIS UP TO THE BAY AREA AND ACROSS THE CENTRAL VALLEY. GIVEN SO MANY FAVORABLE FACTORS FOR HEAVY RAIN...SOME HOURLY RATES OF 0.75 INCHES...AND 3-HOURLY RATES OF 1.5 TO 2.0 INCHES ARE EXPECTED IN FAVORED TERRAIN AREAS...AND SUPPORTED BY THE HIGH RESOLUTION MODELS. HOURLY RATES OF 1.0 INCH WOULD NOT BE OUT OF THE QUESTION LOCALLY. THE FORECAST RAINFALL AMOUNTS WOULD EXCEED FLASH FLOOD GUIDANCE VALUES IN SOME CASES...AND ARE LIKELY TO RESULT IN SOME FLOODING AND/OR FLASH FLOODING. AS ALWAYS...BURN SCAR AREAS WILL BE ESPECIALLY SUSCEPTIBLE TO FLOODING.
