This experiment seems to be explained by the following.

In a circle, imagine two lines diameter and radius (like letter T). This circle and two lines are rotating vertically. On line diameter, effect caused by height (e.g. difference of atmospheric pressure) is offset. But on line radius, effect is not offset.
