ADDIS ABABA, 8/25/2005 (IRIN) - Ethiopia's national elections failed to meet international standards for democracy in key areas, the European Union's (EU) chief observer said on Thursday.

Ana Gomes said post-polling day irregularities, delays and questionable vote counting, as well as flawed handling of complaints and re-runs of elections in some constituencies had undermined the electoral process.

The ruling party in turn accused Gomes and the EU observer mission of bias.

"The report is basically biased and clearly indicates the partisan position she and her mission have taken," said Bereket Simon, Ethiopia's information minister, who regained his seat in a re-run of the election after being narrowly defeated.

"She has betrayed bias despite the facts on the ground," he added.

The EU's 10-page election report focused on the massive complaints lodged by all political parties after the 15 May vote, and on re-runs of elections and delayed polls in eastern Ethiopia's Somali region.

"In several important aspects, international standards for genuine democratic elections were not met," Gomes told reporters and diplomats at a press conference in the capital, Addis Ababa.

The EU mission, which first arrived in Ethiopia in March, was one of the largest ever, with 160 observers. It is expected to depart at the end of the week and will publish a final election report in September when all the results are known.

Opposition parties, for their part, welcomed the report. The vice chairman of the largest opposition group, the Coalition for Unity and Democracy, Berhanu Nega, said he hoped the findings would pave the way for dialogue with the government to help break the current political impasse.

Officials from the National Electoral Board of Ethiopia (NEBE) declined to make an immediate comment.

"The NEBE is reviewing this report and will officially respond on Friday," Getahun Amogne, spokesman for the board, said.

The report comes amid increasing tensions between the EU and Prime minister Meles Zenawi's ruling Ethiopian People's Revolutionary Democratic Front (EPRDF), which won a majority of seats in parliament following a bitter election marred by widespread claims of fraud and vote rigging.

At the weekend, the EU issued a statement defending Gomes after state media accused her of bias towards opposition parties. Gomes told journalists she was considering legal action against parts of the state media for the allegations against her, describing them as "baseless garbage".

According to local human rights groups, security forces killed some 42 people when hundreds took to the streets to protest alleged election fraud. Security forces also arrested and held thousands of protestors and opposition members.

The EPRDF has so far won 296 seats in the 547-member parliament, while its allied parties won 22 seats. Opposition parties won over 160 seats. Results are still outstanding for 54 seats.

Despite its biased conclusion, The report did prove the following facts:

1.Appreciates the election administration for its effort to resolve the problems with such mechanism and confirmed that the CIPs work was in line with the terms and procedures set by the agreemen(Ref.p.3)

2.The opposition's evidence presented to the CIPs was weak and inconsistent while that of the EPRDF was strong and well presented.(Ref.pp.4-5)

3.The re-run process was positive and by international standard 64% Good, 24% very Good.(Ref.p.7)

What is more the facts don't in any case show the opposition would have won the election. It doesn't confirm the oppositions long propagated vote rigging and declare them as winners.

So, what shall be done? Does this support the so-called "orange" revolution.

EU EMO releases Preliminary Report on Complaint Investigations, Rerun and Somali State Elections


Addis Ababa, August 25,2005 (WIC)- The European Union Election Observation Mission to Ethiopia (EU EOM) released a preliminary repot today on the handling and process of the Complaint Investigation Panels (CIPs), as well as the subsequent rerun elections and the elections in Somali Regional State.

In a press briefing held at Sheraton Addis this afternoon Chief Observer and Head of the Mission Ana Gomez described the overall process of the CIPs and the rerun elections as positive and carefully undertaken though there were irregularities and unbecoming implementation.

She said the NEBE has set-up a complex system to investigate and address election complaints in a tense political environment, which according to her offered political parties a mechanism, among others, to sort out disputes by peaceful means.

Indicating that most of the observed CIPs functioned in accordance with the terms of reference, Gomez, however said that the overall process has not met the government?s obligations to provide effective remedy to the parties as the process took place in a context of serious violations of human rights and freedoms of opposition leaders and suspected supporters.

According to her though the composition of members of the CIPs appears to be fair, there was no level playing field in the process.

Nevertheless Gomez said, EU observers mostly reported that the opposition parties presented their cases with poor evidences, inconsistent testimonies or weak arguments, adding the withdrawal of the opposition from CIPs in some constituencies without presenting their case and prior to the completion of the investigation played a significant role in shaping the final recommendation CIPs presented to the NEBE.

Contrary to the oppositions?, she added most evidences of the ruling EPRDF were better substantiated with its CIPs representatives being better prepared and the witnesses more convincing.

Concerning the conduct of rerun elections she said that EU observers? findings about the polling process were generally positive. Their overall assessment of the process has been rated as good in 64 percent of the cases and very good in 24 percent, Gomez added.

However, she indicated that negative elements related to registration, provision of information to voters about rerun elections and much lower turnout have to be underlined.

With regard to the elections in Somali Regional State, she said despite the high turnout the process was characterized by various irregularities among which clan related incidents in Jijjiga, which led to the intervention of the Army to settle the situation down.

Asked about the claim by the opposition CUD as having access to the report of EU EOM prior to the release of any report by her Mission, Gomez admitted that there was a leak on the report, adding serious investigations would be held to find out how the leak took place.

Re:Warning

When EU is pretending to support the opposition while the United States is supporting the government be assure that it is a dress rehersal for something sinter to come.

Remember what happened in Iran. Both the US and EU at first pretended that they did not have similar view on Iran's uraniam enrichment plant. In the sprit of the dilogue Iran suspended its activities temporarily. The EU, after dragging its feet for some time, changed its original premises and promised to give Iran technical assistance if in return it suspends enrichment of uranium activities for good. Mind you enrichment of uranium for peaceful purposes is not illegal. Iran did not break international law!

The Iranian example should not be lost. The Ethiopian opposition like Iran has not broken any law. But the West is putting immense pressure on the opposition to suspend its rightful demands (because EU and the US have faith in Melese for their war against terrorism and would like him to stay in power). As in Iran, what the opposition would get from this dialogue is a lot of hot air and promises that it would have a lot of TV and radio time to air its views as an opposition party.

The opposition should be deplomaic but presistent to explain that Melese is leading the country to the drain and he should be stopped! Also, add that the opposition does not mind sharing the government as long as it controls the major government posts. Otherwise it will be accused as being uncompromising.

Here is my personal assessment of what today's historical report means for the future of ethiopia:

1) The world including Meles cheerleaders (Donor Group) knows beyond a shadow of a doubt his real power hungry intensions and most importantly lies!

2) The US/EU and even Donor Group will pressure Meles through proper political means to adhere to the oppositions demands of forming a gov't of nationa unity or whatever the opposition demands since there is evidence of clear widespread fraud...or "irregularities" as diplomatically put.

3) There will be more and more credibility problems within EPRDF and TPLF will become more radical unless demanding short of liberation of Tigray or autonomy playing once again ethnic games which Meles CANNOT play anymore on the national scale but in only Tigray, which the people will have serious problems supporting him anyway, cause...yep, he lied!

4) Most Important: THE OPPOSITION IS A MAJOR PLAYER NOW! No questions about it, they can directly deal with foreign governments and anyone they please including US, state department and get funds to further strenghten democracy and demand that Meles doesn't use it for 'federal' cases but fo the people and demand accountable measures with high standards...Meles will be of course against this which will expose his true nature.

5) Meles and co will be foreced to share state media, information about allocation of funds with Ethiopia's name,etc...with you guessed it, the Opposition. Again, Meles will either be foreced to play a different game of politics in which he'll lose more and more credibility with Tigreans first and everyone else later.

6) It will become more and more deadly for Meles to practive dissention and human rights violations and be a racist divide/rule strongman...deadly as in short of someone who's sensing weakness to take him out(which I fully support and call...just like Pat Robertson!!!) ki...ki...ki..!!!

Overall, Meles days are over and from now on, internationally, he's going down...watch the glorious fall of this hatemonger's plans to destroy a nation while in the end it was he and his supporters who will be destroyed!!!

EU has disagreed with the US on many international issues, including the Iraq war. The bottom line is that the US has through its outgoing ambassador, given a disguised blessing to Meles's power. Cohen in a recent interview has also condoned that in a roundabout way. The opposition is still shooting itself in the foot by promissing actions that will not deliver any tangible result to its supporters other that expose more its own weakness. Is the newly elected mayor of AA ready to abdicate his power? Is the opposition ready to give up 160 seats in parliament to the runners up who are all from the ruling party, knowing that the only way that this will be prevented is by a foreign military intervention similar to the invasion of Iraq? Any thought that peaceful demonstrations, including a general strike will bring down the government is simply wishful thinking with grave consequences to the very fragile economy of the country. Ana Gomez doesn't have her own independent report. It is related to EU's political benefit out of this. Every word & phrase is well selected to achieve what EU has in mind. I've a big question if someone willing to answer to eliminate my doubt.
Why these words were not uttered in a desperate & decisive moment where the Ethiopian people were looking for justice or looking for someone who has a leverage to stop what Woyane was doing to the people? Every representative was praising Meles and condemning the opposition whatever opportunity they grip. Even Ana's
interview with CBC radio on a programme called 'as it happened' was contradictory to the report she has made today.

Listen, I don't think anyone is suggesting that Meles and co are suddenly going to be forced to resign and let the opposition take over here. No body is suggesting that there won't be problems or challanges or obstacles for the opposition here. Certainly, no one is assuming that EU or the US or any major political world leaders are going to pressure Meles and company to do anything, that's not it people.

Woyane/EPRDF but really Meles has been preaching democracy and free/fair elections since day 1. Obviously then they thought things wouldn't turn up this way let alone majority of people would vote for the opposition. Meanwhile the opposition stood it's ground, to legal and appropriate channels to resolve their differences while Bereket/Meles blamed everything including the shootings, violence and everything but the kitchen sink as being the fault of the opposition including circulating in Addis ordering people to attack certain ethnic groups (tigreans in this case) and had a campaign to the Donor Group as well as for Ethiopians as if the Rewanda Genocides would go on in Ethiopia if the opposition had the upper hand among other proposterous claims...have we aleady forgotten these? All including the 42+ dead that Meles killed in order to scare everyone didn't work, this is what is going on. In fact, a lot of the Woyane/eprdf's claims are shambles now, mostly their reputation including Bereket is really for the most part not a confusing factor from for obvious reasons. All in all, although the wish of the Ethiopian people did not come to fruition in full, it paved the way for that very same thing in the next election! This is a great political symbol and a confidence builder for the citizens, this also means that next time, Meles can't reject the tens of thousands of observer from civil and human rights organizations that went to Ukraine in which Meles rejected two days before they were going to get to Ethiopia. Certainly the opposition will have big obstacles if not problems, most likely people will die, get arrested, intimidated,etc...but the difference this time is that it is obvious that the majority does not want Meles in Ethiopia and this is observed and confirmed by the EU Observers, this is quite a big deal my friends! I am just glad that the dead, students and those CUD/UEDF memebers elected then killed didn't die all in vain! This is something to celebrate and even intensity the democratic struggle against these clearly nondemocratic regime that is there and pretends to be a democracy and brainwashes the people for the sole purpose of money and power, nothing more...the more they'll stay in power the more they'll expose themselves but that is their problem.

I think the Ethiopian people (in Ethiopia only) are greatly underestimated by this so called gov't and when now, it looks like the democratic institutions of free/fair elections, independent judiciary/election board, independent watchdog groups, press and others will be strengthened...this will take time but the fact that it will start and there is nothing much Meles can do but delay his death will not change things and another key factor is that the majority of people will hear about this as Meles will be forced to share the media, you will see, this will happen. These dear forum folkes are all important things to start to happen. It's a historic day in which Ethiopians (the people) didn't want what the regime wanted them to think or be.

There are hundreds of types of products producing in TIGRy and sell as import products to the rest of Ethiopia. Those companies produce these products are owned by TPLF cadres while built with Ethiopian money. They have also many financial sources all over the country especially in Addis and Dire Dawa. For example the Ethiopian owned Bahir Dar textile factory became unable to compute with textile products produce in Tigry. I can see your deep political frustration and loss of hope on the power grip. Others may follow suit.

But, I believe this is the worst and uncivilized option.It does't affect the woyane nor help the opposition. It only affects the company and its works because the government revenue from the company is not as such important.

If you can do better you can have power after five years. You have to learn the dynamics of loyal opposition.

Thank you for the info. and suggestion regarding the Ethiopian Airlines, which I used to love. My family has been using Ethiopian Airlines to travel to Eth. As suggested, from now on, we will stop using this air transport company and look for another option. As we love our poeople and country very much, we do not want to be a source of income for TPLF's destructive mession. The Ethiopian Airlines and all other companies now owned or run by TPLF belong to the Ethiopian people. We do not make any distinction in this regard. However, presntly, let alone these companies, TPLF also owns illegally all the lands in Ethiopia, despite its claim to be pro-capitalist. This has made the life of the Ethiopian farmer miserable. As an antiEthiopia organization, TPLF brought almost nothing (but problems)to Ethiopia in 1991 and it is not supposed to own any property now. All the properties owned by the organization were stolen from the Ethiopian people by force and manipulation. My family believes that one way of fighting this antiEthiopia organization is to paralyze its sources of income or economy, which unfortunately, now includes the Ethiopian Airlines. To become successful in our fight, we should make efforts in all possible ways with all possible determinations. The goal is to make sure that the Ethiopian people get back all, but not part, of the stolen properies from TPLF, along with their freedom and democracy. As Meles/TPLF is getting more and more aggressive in killing our people and destroying the country (specially after the election), there is no time for any more excuse or hesitation for not taking action against what he does. We are running out of time as each day passes by without any action. I hope other Ethiopians will also share similar information with others.

I'm sorry for your uncontrolled emotion. I understand I do not agree with you; but this doesn't put me in Woyane's forum. You're not challenging my point rather you're concerned about yourself. I think you need to learn to accomodate one other. Otherwise you do not have any difference from Woyane at all. Do you afraid of discussion? You like discussion if you're not going to be challenged. Your emotion is ruling over your intellect. Do not take it personal.

To be honest, I won't go to Woyane's forum because my idea is different than yours. Throw out your principle of " my way or high way"!!
