Your Excellencies,

It is to be remembered that Ethiopia is at a historic juncture with the onset of a democratic election process that culminated in the actual voting that took place on May 15, 2005. The voting was hailed by international observers from the Carter Center as a defining moment in the history of Ethiopia.

Your Excellencies,

The incumbent Ethiopian Peoples' Revolutionary Democratic Front (EPRDF) has done whatever is possible to implement the Code of Conduct procedures it formulated and distributed to the its members to safeguard the responsibility entrusted by the people in the previous two elections.

However, the two major opposition groups of the Coalition for Unity and Democracy (CUD) and the United Ethiopian Democratic Front (UEDF) have made good their Rwandan styled Interhamwen rhetoric by printing and distributing leaflets that urge the people to kill and maim Tigrean-Ethiopians in a bid to destroy a people on a genocidal level.

Your Excellencies,

We have enclosed herewith these leaflets for your sympathetic consideration. The CUD and UEDF are parties that are stuck in historic grudges and attempt to destroy the democratic society that the EPRDF has built for the past 14 years with the dawn of the communist military dictatorship of Major Mengistu Hailemariam. The CUD and UEDF are ethnically strung groups that wish to reduce the Ethiopia constitution to a chauvinistic level by mobilizing all Ethiopians against Tigreans - the people who stood behind the EPRDF while it was waging the bitter struggle against military and communist dictatorship if Mengistu. We have also enclosed the election campaign words of leaders of these UEDF and CUD that agitate people against Tigreans.

Most of the CUD and UEDF are remnants of the Mengistu regime and wish falsely believe and fan the rumor that EPRDF is an ethnic regime.

We are grateful at the mutual relations that our country has with you in the global fight against terrorism. The danger we both are facing in the Sudan and Somalia would only aggravate if the Interhamwen rhetoric of CUD and UEDF is implemented.

With this backdrop, we feel deeply regret the European Union Election Observer Team's hasty assessment of the vote-counting process as flawed. Added to this faulty assessment, we have observed the influence of anti-peace groups upon the leader of the observer mission, Mrs. Ana Gomez.

Your Excellencies,

Ethiopia is at cross-roads where democracy and tyranny are passing each other. The prevailing of the latter would make the Horn of Africa a hub for terrorist. We regret the unadvised declaration of Anna Gomez. The declaration is made without analyzing the chaos if the opposition come into office. At this stage, Ethiopia is not ready to be governed by the opposition, who are not mature and ready. Thus it would be unwise for the benefits of all our countries to change the direction set by Mrs. Anna Gomez.

Therefore, for the sake of our mutual benefits, we appeal to your Excellencies that a more proactive and politically oriented diplomat be assigned to replace Mrs. Anna Gomez. From the diplomatic circles, we recommend Mr. Tim Clark, as we believe he would be more pragmatic to discern the needs and political interests of our two groups.

The government of Ethiopia takes this opportunity to avail itself of its highest regards.

I do not believe this is a legit document. Why would Meles sign on a letter that sports the letter head of the foreign minstry?

The fact of the matter is that Meles and Gomez had a fall out. She was vocal and responsible for the poll that showed the opposition wining by a land slide.
