Joint statement of CUD and UEDF

Much was said by EPRDF and by the National Electoral Board (NEB) about the May 15/2005 election being just, democratic and flawless. On the other hand, opposition parties and the people had struggled and even died to expose the lack of neutrality on the part of NEB and to ensure that political power emanated from the will of the people. Unfortunately, anti-democratic forces bent on frustrating this effort have succeeded in thwarting the desired outcome. They have succeeded in doing so through the barrel of the gun and through the grossly prejudiced decision of the National Electoral Board. As a result of the unjust decisions of the National Electoral Board, the people have been robbed of their voice. In some places, they have been prevented from voting or forced to vote for the ruling party. Now these anti-democratic forces are busy in their determination to form a government by force.

CUD and UEDF had made it clear in their joint press statement of July 19, 2005, that the investigation process was not designed to do justice to the people's voice but to give EPRDF an additional chance to be able to take away more voice from the people. In the July 19 joint statement, the following points have been made clear:

1. In almost all of the panels the representatives of the Electoral Board were blatantly biased. The representatives not only had acted outside of the agreed upon guidelines, but have also ignored their impartiality by denying established truths, disregarding documentary evidence and arguing openly against UEDF and CUD representatives.

2. UEDF and CUD representatives and witnesses have been harassed, threatened, and were openly reminded of harsh days ahead of them unless they behaved properly. In some places they have been barred from appearing as witnesses and in still some instances beaten or killed.

3. It was observed that some of the panelists and presenters of cases on behalf of EPRDF were public prosecutors, justices and security officers.

4. Although it is clearly stipulated in the investigation guidelines that each complainant would be allowed to have 5 witnesses per a contested constituency. NEB panelists and EPRDF representative have, in complete disregard of the guideline, chosen to proceed with their own interpretation.

5. Documents compiled by the Electoral Board and sent to the investigating panels were incomplete thus being a cause for serious misunderstandings.

6. It is to be recalled that NEB had developed a list of items that the complainants could lodge for investigation by the panels. Accordingly, the types of complaints were marked in advance in the format of NEB had prepared for the purpose. Only these were to be used during the investigation. Instead, NEB representatives in the panels identified new complaint types that were petty and thus confusing and not strong and good enough for the panels to arrive at credible decisions.

7. International observers were not allowed to observe the decision making process in full and clearly follow the whole investigation. In addition, presentations of cases were conducted in the absence of international observers and opposition representatives.

Not only this, it is to be recalled that the June 10 tripartite declaration and the June 14 additional version to the same document was signed in order to create a conducive environment of the peaceful investigation of the election irregularities. Article 4 of the additional document of the joint declaration has been fully abrogated in complete disregard of the serious complaints lodged by CUD and UEDF, and the anti-democratic forces are set on forming a government by force. Article 4 of the additional joint declaration says:

"The signatories confirm that they stand ready to implement their 10 June 2005 declaration in an open, constructive, inclusive, and consensual manner. The signatories agree to discuss the precise modalities for implementing their declaration in a conducive environment."

The above provision was meant to enable the people to give their witnesses without fear and to move about freely without the intimidating presence of the armed militia. It was also meant to prevent the cajoling of people on the one hand, and the imprisoning, beating and harassing them, on the other. But all this effort has been made to go down the drain. We, on our part, have done our best to play the pacifying and stabilizing role while the ruling party was fully engaged in creating tension among the people. The tension has turn seriously affected the investigation process. Consequently, the investigation process has failed. The objective was to give victory to EPRDF and this has been successfully achieved.

In their July 26 statement, NEB officials had said that representatives of opposition parties had not lodged their complaints on the spot. They said that the representatives made their complaints after they returned from the investigation places. The truth is that the representatives had lodged their complaints to the investigating committee on the spot. It was only when their complaints were rejected by the team there that they came to Addis Ababa. Some of the representatives had handed their complaints to the investigating teams in writing. Whether the complaints were lodged on the spot or at the center, the NEB has done nothing about them.

In short, the investigation process has been conducted outside the agreed declaration. It is true that during the investigation process, homes of witnesses have been burned down. Witnesses have been killed. Families of witnesses have been harassed. On July 16, 2005, Ato Wuddu Delelegn had reported to the investigation panel and complained that the local militia had threatened to kill him if he did not leave the area by July 22, the day when the investigating committee would have finished its work. He was told that the investigating committee would come to his place and that he should go there and wait. He was assured that he would not be harmed. But he was killed on July 16. Our representatives had asked to go to where Ato Wuddu was killed, together with other witnesses. Their request was denied. Instead, a team of journalists went alone to the place and came up with the drama that was presented on television yesterday and before yesterday.

Ato Belete Ejigu from Awangi Zone, Killage Constituency, was killed on July 16, 2005. The killers are Yibeyin Ayalew and Abbayneh Birara. The organizer of the criminal act is the kebele chairman.

In Arsi Negelle, the killers of member of parliament-elect have not been detained according to the law, and the Jeldu wereda murders have been rewarded.

Another murder has been committed in Gindeberet wereda. Along with the killings, innocent citizens have been beaten, imprisoned and displaced.

The ruling party is busy disseminating false propaganda through its monopolized government media against the opposition parties and pressuring them to accept the outcome of the election, whatever it may be, with grace. What does this mean? It means that they should accept the result regardless of however it is obtained.

The NEB and EPRDF have gone to the extent of discrediting decision made by conscientious election executives and judges. Some NEB officials said that final decisions can be made only at the main office. Other NEB officials said decisions can be made on the spot in the field. It is the decisions made in this state of confusion that we are being forced to accept.

During the investigation, in constituencies where EPRDF had lodged complaints to save its high level officials who were ignominiously defeated, it was decided that there should be a rerun of the election. In areas where the opposition parties had lodged complaints, their requests were rejected, with few exceptions, by a majority decision on grounds of insufficient evidence.

What does it mean when EPRDF says that the opposition parties have taken votes away from it? The security forces, the weapons, the prisons, the administration, the police are all in its own hands. How can it accuse the opposition parties when on the contrary, it is the one that rigged the election and robbed the people's vote? The NEB, which is created by EPRDF, is sitting as a judge and making sure that its creator wins the election.

The voice of the people cannot be protected while the NEB stands as a loyal agent of EPRDF. If the people's voice is to be respected and peace and stability to prevail, the contested constituencies must be re-examined by a neutral body or there should be a reelection in the 299 contested constituencies in an atmosphere free from beatings, imprisonment and harassment. We call upon domestic and international observers to contribute their share in participating actively and observing the reelection as they have done in the past. We issue this call in the name of the Ethiopian people who have been robbed of their voice.

The only group that believes in fire is the Fascist Meles Zenawi. the Ethiopian people are peace loving, decent unarmed civilians. There is no way you can accuse the people being violent. Asking for justice does not imply violence. Please do not be the first one to fire at the people.

Reasonable demand! re-election on all contested constituents and a jiont demand.
not outright rejection of the election and a common position despite attemptes to divide the opposition.
a clear concrete demand. that was upto now not the case. different leaders were saying different things.
now you need tenacity. reapeat the demand time and again at diffenrent forums.
allow the spokes person - ato Lidetu - now to speak. He masters more than any body of the other leaders the art of public(media) politics.

we ethiopian's has been in bad goverment for the last 30 years. it is about time we ask for our leaders to act like our leaders.they have to think about the poeple well being.and their right for god given freedom.the ethiopian government or all african government's should know they can not rule the people of africa aganist the will of the people anymore.they took africa from the whites and put it throught a big mess. the one thing i do not understand about african leaders is don't the get tired of taking lives,money from the helpless people of africa.how do they sleep at night.they must be taking a lot of pills or they don't have any gult

I agree with Boss,Mesfin,and Hagos.The Ethiopian people demanded their vote to be counted-nothing more nothing less.Woyane returned their peaceful protest with blood.Now, the opposition group asked for a fair count of our vote. We weren't able to achieve this because of the Woyane NEB. I don't know where you brought the FIRE. The oppositions demanded a fair investigation and when Woyane denied this they just asked for a re-run election on the protested constituencies. I think that is our right.

Don't try to intimidate us like Woyane. We aren't going to be intimidated. Our vote has to be properly counted.

How on earth can any one under this clear blue sky would ever form a genuine government when the National Election Board under the leadership of the shyster Kemal Bedri has become a political prostitute. I read some where that Kemal Bedri was once the head of the supreme court of Ethiopia. Did he ever use his empty brain to pass verdict on a guilty person based on what he learned in law school, or did he call up his boss to tell him how to make decisions for him?
Kemal Bedri as a graduate of law school, you sworn in on the bible to be fair, honest, and impartial to uphold the law above and beyond any thing else.
Then what has become of you in failing to live up to your words that you swore on the bible to be fair, honest, and impartial. You are the problem behind the mass killing, intimidation, and imprisonment. You have become the subservient lackey of the ruling thugs in power.
Where would you be if your master is ostracized from power tomorrow, which I hope he would. Listen carefully, your master does not need you when that day comes. But his justifications as to why he said oppostions are not reasonable in complaining the verdict of NBE, makes me laugh - please listen him. I am not fond of the repeated phrase " WE ARE BEHIND YOU". It is not eloquent and useable enough when the high time is just at the next corner of the power struggle arena. I am very sad about the support level the Diaspora is giving to the ethiopian people. See how the opposition parties are ill resourced in all aspects be it money, manpower, knowhow and the like. I remember between mid 70's to late 90's how many Eritrean/Tigrean Diaspora resources (including manpower) flowed to the mountains of Nakfa and Barka deserts. Now people are hesitant to offer assistance or join the opposition in urban areas of Addis, Awasa, or Gonder. Please, don't push or misled the ethipian people to swallow the fire out of his way. Instead, give your valueable knowhow and finance assitance in such a way the opposition need to continue its peaceful struggle.
By the way, the joint statement of CUD and UEDF is not kind of briliant one for the situation and complexity at hand. What if re-election is declined? It says nothing. A weak strategy. Instead, they should have put realistic tactics and strategies as an opposition which opt to last long both on victory and cheat/defeat times. It is just a starting in the history of the country. They have to work hard for the next election on how to undo the current mischieves of the ruling regime. They need to go to the parliament and expose more the regime and affirm their concern to the people beyond their immediate advantages. It is obvious that the opposition has ample chance to make it in the next election. It is not that much demanding to stay in a parliament as an opposition for just 5 years as compared to EPRDF's stay in the jungles for 17 years!

Ethiopia is going through a time of uncertainty and choas and needs a good leader, who has a good vision and prorgam that will go beoynd a distorted and twisted perception, that will look beyong the trouble at hand and devise a progam to alliviate from its problem.
CUD, UDEF and the current regimes are not only the right solution to come out from this nigthmare.
We need a leader who takes into consideration the objetive reality at hand namely the plight of Oromos, Somalis, Afar and Gambelas to name a few, but not substitution of power between two ethnic group Amhara and Trigrayan.
In an effort to see things in a different and not to be focused only on the power seat, the Northern elites who might think to take over the power and a rain of prosperity will pour are just playing with a dream that will no take us anyhwere. The cause of the current political choas is neither ethnic politic nor hatred for one region to another. It is political, requiring a political solution. It is injustice and poverty that the majority of Ethiopian were living for century.
Moreover, Insecurity, fear and volatility make life hard for all Ethiopian. However, the old school of thought namely the ones who are educated in the Western World and undermining the majority of Ethiopian people tell us that the hope of stability in Ethiopian affairs has always been, at best, a temporary illusion. That is not true. If Ethiopian of all walk of lifes work hand in hand miracle will be seen. As one author puts nicley "Nothing stands still, nations wax and wane, wars are fought and refought."

I was waiting your brave decision since the time the NEB went deeper with its criminal games to restore a tyranny regime illegally over 70 millions Ethiopians. All of you are educated and competent. All of you went to school in order one day to improve the situation in your country. Most importantly, all of you have peace in mind and love in heart to the Ethiopian people and to the world. You are the human Chris and Mohammed to Ethiopians. We have no doubt in a second that you would ever change your position concerning your people and the truth. I don't know more that you about the nature of the Gorilla leader who had chosen mountains and valleys above his study. While he had no ability to continue with his study, he became angry and desperate for his future. The one who wanted to study medicine to save people’s became a gorilla fighter and leader to kill them. We know how many brave and innocent Ethiopians he killed together with Issayas afewerki. We know how much destruction he caused. We know his stand towards Ethiopia when he signed and announced happily while he made the oldest country in Africa a land lock. We know from the begging his way of administration was based on division according to the ethnic line preparing the disintegration of Ethiopia. We know the reason why he illegally took fertile and breathtaking vast land from Gonder and Wollo added to his kingdom(Tigray). We know the reason why his entire criminal moves against the Ethiopian people. But we were in sleep, confusion, doubt, disbelieve, unaware and unable to confront this barbaric little evil.
Thanks to you, now we are not sleeping anymore. Thanks to you we know now about our rights and responsibilities about our country. Thanks to you now we know the meles regime is the worst criminal regime our country ever had. Thanks to you now we know our country has millions of brave people who have the ability to lead to the right direction. Thanks to you now we know, meles zenawi is not a leader but a criminal who controls the govt, parliament, media, military, the security forces and everything the country has. He is a living Satan worshiping by foolish and selfish people to rule us with his Evil spirit. Thanks to you, we all know that we are the first to bring change in our country. No matter what the NEB and Meles are doing to highjack the people election, you are the legitimate leaders to our country. You have to lead us when we are totally behind you. If you are showing a little bit weakness, we are getting the total weakness. Your weak or negative move doesn't matter how little it is, it would affect us badly. Your strong and positive move how little it is, is giving us the total confidence and certain for the good outcome to our country’s future. So, members of the CUD and UEDF there is only one way the way out of our current situation. You have to stay unite more closer than ever. TPLF has few doom militias and solders whom most of them are not willing to serve him but their people. You have over 72 million people that showed you its support in front of the world with ballot box not with bullet as meles got his support. As long as the people's vote is not respected, there is no any moral ground especially from people like you to accept the defeat and accept the illegally ruled evil regime for the last 14 years to continue with his crime legally. Don't use excuses to escape from the truth in order to accept the master mind ideas by Meles and Bereket and its verdict wrongly decided by illegally appointed NEB which is most of its members are the justice officials in the country including the president of the supreme court. Don't obey to the international community while you know it is not good for Ethiopia. The international community will pressurise you for many open and secret personal reasons to accept the legal election with illegal outcome. The Ethiopian people also will continue pressurising you to stand for the truth in order the future of Ethiopia will be bright to every Ethiopians. If you let the people down, not meles but you, will be the main enemy to the country. Meles has never elected by the people. Once he became a president. Then he became a prime minister by himself. Everything what he did in the name of Ethiopia is happened with wrong and illegal evil creature. But you are elected by the people. You have to take your responsibility leading the people to the best or worst. The people are on your back to take your order.
Finally, You took a very brave decision withdrawing from the NEB/ Meles conspiracy against the Ethiopian people. Now is the time to concentrate about the true nature of NEB and meles in front of the world. BBC hard talk did very nice introduction about the relationship between Meles and NEB. We are totally with you. We believe you when we elected you. We still totally believe, you will never retreat back even a millimetre to benefit the Ethiopian enemies (TPLF). Ethiopian people is aware of everything which is taking place in their own country. They want a change and ofcourse voted on the ellection day against the will of the wicked one ,the actual government.

At a glims the bright future of Erthiopia was seen for a while before and during the ellection day.

However it is made vanish the next day by the EPRDF government who gave the chance of free ellection miscalculating the peoples sentiment towards its undemocratic and disgusting ethnic based politics.

One day or the other day un evil leader get born. I am very much impressed the way you think out of the box to provoke the Diaspora in a pragmatic and realistic tone. I have seen that most people want to create something big out of nothing.
Allow me to support idea.

I agree that Hailu Shawel and Dr. Merera as well as the rest of the opposition need experienced and savvy representatives and advisers to deal with current geopolitics, their image and expanding their network. The opposition might have a lot of Academicians but seems to be short of people who are creative and resourceful. Another big failure is financial constraints. For example neither UEDF nor CUD can have enough people represented in Somali region.

I wrote along the same line before in this forum “After sufficient and convincing international recognition the opposition should know when to resume work and take their seats in the parliament. The appropriate time according to my thinking is when Meles starts to give compromising positions and either symbolical or preferably meaningful concessions… The only way to avoid the deliberate election debacle is by being organized and prepared to address all known issues for the next election. We might need to help the opposition hire consultants or prepare to support them somehow.”

I like you pragmatic and realistic tone. Three other things I think opposition might have to work on for
a smooth transfer of power are

1.The opposition should be able to demonstrate that Meles would be treated well with respect if and when he leaves power voluntarily someday. We can even negotiate to the degree that he can keep his loot and furnishing him with some kind of immunity from any prosecution so forth.
2. Encourage and demonstrate to Tigreans that they will be also beneficiaries of any democratic changes.
3.The current military must be made ready to continue as a permanent security after any democratic power transfer.
