The people of Ethiopia had a definitive decision on May, 15, 2005 Election. They emphatically denied EPRDF a mandate to continue to rule the country. They said in no uncertain terms no to dictatorship, no the usurpation of power by the EPRDF. However, the refusal by the EPRDF and its lackey, the National Electoral Board (NEB), to accept the voice of the people has derailed the electoral process. It goes without saying that the refusal has immensely angered the Ethiopian people. This led to a limited, albeit absolutely, peaceful public reaction in early June 2005. Instead of addressing the people’s demand to have their votes respected in a peaceful and constitutional manner, the EPRDF and the government it leads opted to respond to the reaction in a heavy handed manner on June 6, 2005, and the subsequently escalate the suppression, which resulted in mass killings on June 8, 2005. During this brutal suppression and the immediate aftermath not only many have lost their lives, but also a large number of people sustained major and minor injuries and thousands were imprisoned.

It is well known that the root cause of all this is the EPRDF cunning manipulation of the electoral process and the attendant fraudulent acts it unleashed in the pre-and pot election periods. In order to address the Ethiopian people’s democratic and constitutional question in the proper and legal manner, an agreement was signed among EPRDF, UEDF and CUD to investigate all electoral frauds and to resolve the problem peacefully. UEDF and CUD were of the sincere belief that this tripartite agreement, signed to create an atmosphere free of fear, anxiety, violence, imprisonment, would resolve many of the problems. UEDF and CUD signed the agreement in good faith believing this would bring about respect to the personal security of the public; upholding of citizens’ democratic and constitutional rights; release of those imprisoned illegally; just and fair use of the mass media; and the resolution of issues before a court of law. We accepted the agreement to ensure the people’s voice was respected in a peaceful and legal manner.

UEDF and CUD entered the fraud/complaint investigation process with a lot of reservations concerning the openness, impartiality and individual capacity of the panelists representing the Electoral Board. Even though at the time UEDF and CUD had voiced these reservations during the discussions held on how to go about the investigation process, we entered into the implementation phase believing that problems ensuring during the process would be addressed as they occur in a responsible and conscientious manner. It was not however to be that way; during the course of the investigations our initial reservations have all been confirmed. There has been nothing but naked biased decisions/voting on the part of the NEB in all of the investigating panels.

The investigation has been conducted all along in a manner that put pressure on UEDF and CUD to pull out of the process. It was indeed a predetermined, intentional and calculated pressure from the Electoral Board. We are forced to come to this conclusion based on the complete disregard EPRDF and NEB in unison made to the agreed procedures and guidelines that CUD and UEDF representatives observed at each and every site where investigation took place. As a result of this, some representatives of UEDF and CUD have been forced to discontinue their involvement in the investigation. UEDF and CUD have repeatedly informed the National Electoral Board of what has been happening, and they have kindly asked the board to rectify these problems and devise a way to conduct the investigations befitting the seriousness of the task at hand while there were verbal promises to look into the matter and take appropriate measures from the Board, nothing was done to that effect. We find ourselves at this juncture in an extremely difficult position and we seriously believe that not only the process is in an utter jeopardy, but also neither would the results of the process to date serve the purpose they were intended for. The following are the main problems that have put the process in futility.

In almost all of the panels the representatives of the Electoral Board were blatantly based. The representatives not only have acted outside of the agreed upon guidelines but have also ignored their impartiality by denying established truths, disregarding documentary evidence and arguing openly against UEDF and CUD representatives. To cite an example of 31 constituencies in the Amhara Region where CUD filed complaints, the Electoral Board representatives have voted against the CUD in 30 of the constituencies even in places where all EPRDF witnesses testified against it.

UEDF and CUD representatives and witnesses have been harassed, thereatend, and were openly reminded of harsh days ahead of them unless they behaved properly. In some places they have been barred from appearing as witnesses, in still some beaten and in a few places killed upon their return from the hearing. In some of these instances. In all of this, the connivance of the Electoral Board was quite evident.

To cite some instances: in Metu, CUD representatives in Panel No. 15 were threatened in their hotel by the woreda administrator, police commissioner and other armed personnel. Some were taken to be police station for questioning and intimidation. The same has happened to CUD witnesses in Gatira ena Gera-Panel No. 11.

It was observed that some of the panelists and presenter of cases on behalf of EPRDF were public prosecutors, justices, and security officers. The psychological strain that this puts on the witnesses (farmers, civil servants) of the CUD and UEDF is undeniable.

Although it is clearly stipulated in the investigation guidelines that each complainant would be allowed to have 5 witnesses not per Electoral district but per contested site, NEB panelists and EPRDF representatives have in complete disregard to the guideline chosen to proceed with their own interpretation. As a result of this, UEDF and CUD were left with no choice but to leave the investigation in various constituencies. In addition, opposition panelists have been forced to sign minute/proceedings than did not truthfully reflect testimonies of witnesses.

Documents complied by the Electoral Board and sent to the investigating panels were incomplete. This has been another issue of contention. To cite an example: in East Gojam, Dejen Constituency, while our documents showed complaints in 38 polling stations, the Electoral Board only sent documents on 18 of the polling stations.

It is to be recalled the NEB developed a list of items that the complainants can lodge for investigation by the panels. Accordingly, the types of complaints were marked in advance in the format NEB prepared for the purpose. Only these were to be used during the investigation. Instead NEB representatives in the panels identified new complaint types that were petty and thus confusing and not strong not good enough for the panels to arrive at credible decisions. We believe that this has severely weakened the position of CUD and UEDF in a large number of contested polling stations. Requests form UEDF and CUD panelists to the electoral Board panelists to correct the situation, the latter were unwilling to rectify the error. In many panels the Electoral Board panelists were un willing to record the dissenting opinions of UEDF and CUD panelists the minutes/proceeding. The investigation in Iteya can shade more light on this. In Iteya constituency, EPRDF presented 3 new complaints in addition to those registered with the Electoral Board. IEDF, in order to resolve the issue amicably, accepted the new complaints. However, while legitimate written evidence of UEDF complaints were being rejected, there was pressure on the UEDF panelist accept other written evidences presented later, which were copies of original documents and whose authenticity could not be verified. Due to this untenable situation. The UEDF panelist was unable to continue on the panel.

International observes were not observing the decision making process and were not able to clearly follow the whole investigation. In addition, presentations were not able to clearly follow the whole investigation. In addition, presentation of cases was conducted in the absence of international observers and opposition representatives.

To recap, the environment in which the panels conducted the investigation was too flawed to ascertain that there was no vote rigging. CUD and UEDF strongly believe that the investigation process was a complete failure. EPRDF, the Electoral Board and the government were bent to make the election undemocratic and the investigation worthless. Yet as usual they left no stone unturned to make the opposition accountable for whatever wrong has happened to the investigation process. The course they are taking in one that shows unwillingness to put in place a democratic system in Ethiopia, a disregard for the constitution, inability to accept the verdict of the people, and a blatant disregard for the rights of citizens. It is a course that should be salted and reversed. It does not help EPRDF, the government, the national electoral Board, the Ethiopian people or the opposition. It will lead us all to an unpleasant end. It is a course that incites the public to get away from the peaceful path in chosen.

UEDF and CUD feel that, unless the problems are addressed, continuing in a process that may lead to the disruption of the public’s peace is unacceptable. Therefore, the plot to drive the opposition out of the investigation process by the electoral Board and EPRDF should immediately cease and problems in the process should be addressed. It is our belief that the Ethiopian people, all interested parties and international observers will give this request its due attention. Both UEDF and CUD strive to see the voice of the people respected and a peaceful and legal transfer of government installed.

Ethiopia's opposition parties slam probe into vote fraud

ADDIS ABABA, Ethiopia, July 19, 2005 (AP) -- Ethiopia's two main opposition parties have branded investigations into alleged election fraud a failure, saying their representatives in panels probing the charges have been arrested, beaten and killed by pro-government militias.

The parties want authorities to address their complaints because abuses may trigger unrest in the Horn of Africa nation, opposition officials said Tuesday.

Brehanu Nega of the Coalition for Unity and Democracy said the government and the National Electoral Board had rigged from the start investigations into irregularities in 139 of the 524 seat contested in the May 15 polls.

The investigations began after police shot deat at least 40 people and injured dozens during last month's protests against alleged electoral fraud.

The joint press release issued by the two main opposition parties is aiming at creating timely awarenss for the people of Ethiopia, the international community and for all concerened parties that the present political situation is in an alarming situation! It is truely beleived that the mandate to take final decision lies on the choice of the Ethiopian people. For every legal and peaceful reaction and popular movement intended to be carried out, the decent ethiopian people are however awaiting for skillful and wise leadership of their true gardians-the trusted leaders of their choice!
the Ethiopian people have clearly noticed that the exisitng tyranny regime has never showed any respect to the will of the people and is determined to govern under the barrel of a gun. We will continue our red hot strugle until the peoples' voice is heard. Never dispair as you have the ever increasing popular support untill we succeeded what we intended!!

CUD and DEUF are much more polished than your political antenna is capable of detecting. On what ground is Taya coming to lead. Often times superficial analysis leads to superficial solutions. This is the problem with you on one extreme and Ethiopian on the other. Yours is an over-reaction and a frantic action that would have no basis and steem. Ethiopian's position is a tendency to surrender. That is what I call white Handkerchief politics.

They are playing their card right. Given the circumstances, their steps are measured and calculated.

I just pray that you are right. I just pray that CUD and EUDF is taking a calculated move. But the way I see it now, they signed a treaty which they did not want to. I am sure, you are with me until this point, that its the EU that compelled them ( not convinced them) to sign those treaties. I dont see how that move is calculated. And the outcome is that, they are being cheated ( not unexpectedely though)by the NEB in to loosing even the votes the NEB itself admitted they have won. Again, I dont see how calculated that is.

In anycase, if you haven't already, please listen to some of the interviews Dr. Taye gave recently. He is speaking out straight and loud. Infact, that's what he is famous for and that's what got him in trouble .

What a shame,I can't understand why they sign that agreement from the begging; they know the board aligned with the government from the first day of election campaign. Why they are crying now, they have to accept whatever they get and move on based on their agreement. This is a good lesson to the oppositions. Sadly their supporters suffer because of their weaknesses!!

It ia a late cry from opposition. They should have calculated the outcome from the start when they sign an agreement with EPRDF who has no law or abide to any law. A wise man should have calculated a reasonable move and predict the outcome. i was tought this from lemma begebeya.There should have been no deal with a deal braker. Hope they will learn from their repited mistakes and not be fooled by international pressur or so called peaceful struggle.

Ethiopia denies illegal conduct in election fraud probe



The National Electoral Board of Ethiopia (NEBE) on Tuesday accused opposition parties of trying to undermine electoral investigation process, saying there was " nothing illegal" in the process.

NEBE deputy head Tesfaye Mengesha told a press conference the board had been conducting the investigation in accordance with the rules and regulations agreed upon by the parties.

"There is nothing that has been done in disregard of the rules and regulations," he said.

"The parties are trying to discredit the board because they are not satisfied by the decisions passed in the investigation," he added.

NEBE is responsible for the administration, conduct and supervision of all elections in Ethiopia's federal and state constituencies.

Earlier Tuesday, the Coalition for Unity and Democracy (CUD) and the United Ethiopian Democratic Forces (UEDF), the country's two major opposition parties, said in a joint statement that NEBE had rigged from the investigations into irregularities in 139 of the 524 seats contested in the May 15 parliamentary polls.

"During the investigations, there has been nothing but naked biased decisions on the part of NEBE in all of the investigating panels," the statement said, adding that "some representatives of UEDF and CUD have been forced to discontinue their involvement in the investigation."

In constituencies where the ruling Ethiopian People's Revolutionary Democratic Front (EPRDF) had lodged complaints, the statement said, more than 90 percent of the decisions are in favor of it, whereas decisions in favor of oppositions did not exceed six percent.

The statement went on to say CUD and UEDF representatives and witnesses have been "harassed," "threatened," "barred" and even " killed" upon their returning from the hearings.

With regard to the allegation, Tesfaye said it has not been substantiated by evidence.

He added that in the effort to verify the allegation by the investigation panel in the locality, it was learnt that the parties could not even identify the allegedly "killed" person to international observers.

Tesfaye said the board will continue to investigate the allegation in detail in the days ahead.

NEBE started the investigations after police shot dead at least 36 people during a protest against alleged electoral fraud.

On July 8, partial official results, released by NEBE, showed the ruling party and its smaller political allies won 158 seats against 148 seats for the opposition coalitions in the 547-seat lower house of parliament.

Results for the remaining seats will be released Friday after the electoral body finishes investigations.

Ethiopians went to poll on May 15 in the country's two separate elections to elect representatives to the House of People's Representatives and eight regional councils. Elections for the 23 constituencies of the Somali state will take place on Aug. 21.

Ethiopia has a two-house parliament: the 110-seat upper House of the Federation and the 547-seat lower House of People's Representatives.

We learned today EPRDF AND NEBE are not abiding by the law. I hope oppositions groups are not about to sign another agreement again, who know they are silent this days and they may surprise as . I believe the next move should be to show some leadership and lead the people to victory by the mandate they have. I also hope the leadership is not with the few individuals who are concentrated in Addis because if they are house arrested (which is very likely ),there should be others who can take a leadership positions. I believe they should have some contingency plan and learned from their previous mistake. I hope in near future, we will see a join call from oppositions and civic leaders for a mass rally and more. the voice of the people should be respected, we expect leaders who can mobilize. Dear Members:
CUD and UEDF reminded me a good old story of two crazy men who became the laughing stock of the village. A crazy man called CUD snatched a baby from a poor lady who was selling khat under a big building and CUD crazy took the baby to the top of the building and began to threaten. He said that he will kill the baby if a khat is given to him.
Police and other villager have gathered at the scene and begged CUD to release the baby , but cud did not pay attention.
At the end, another crazy man, UEDF, arrived at the scene and started to wonder what was going on in the place. As soon as he was told the story and undestood the problem, he requested a razor and shouted to his crazy friend. He ordered him to release the baby; otherwise, he cut the building with the razor. CUD crazy has suddently come down and released the baby.
In the same vein, cud has to release ARTICLE 39 AND OTHERWISE UEDF HAS TO ANNULE THE UNITY WITH ITS PROGRESSIVE PROGRAM.

Yet in light of the sacrifice made so far by the people of Ethiopia and the Diaspora, and the unbearable operation to be loaded on the back of the people by Meles and his Fascist party for years to come, what is the opposition trying to do in view of the following questions:

1. Are the opposition parties CUD and UEDF to accept the vote results to be given by the election board (EBOE)?
2. Are the leaderships of both opposition groups ready to pay the necessary scarifies needed to lead the people to victory?
3. Is the leadership ready to lead the public using scientifically proven and proper tactic and strategy, (please make quick researches on this issue), that enables the public to regain the freedom snatched by Graziani Meles and its Fascist Party, EPRDF?
4. If the Opposition parties and leaderships are not ready, it is likely that the people will take uncontrollable action against the oppressive state machinery of Meles and his government, who will take the responsibility for the damages to be made?
5. What would be the response of the American and EU governments to address the free will of the people they voted during the election to reach to some kind of solution to convince Meles and his diehard leadership to compromise and avert the uncontrollable public unrest and turmoil thus that will follow, and create peace and stability in Ethiopia and the horn in the future?
6. Do America and EU have a clear strategy and tactical approaches to keep the horn peaceful and stable? Is it the usual AID politics they follow to keep the horn peaceful or apply similar to E. Europe, Lebanon, and palatine by getting rid of diehard leaders, tyrant leaders.

The peace and stability after the massacre is a relative peace and stability to give chance to the legal procedure of reaching the election fraud problem legally obeying the constitution. It was a peaceful agreement reached by the opposition and the government. Under no circumstances, it shouldn't be considered that it was the result of the repressive measures taken by Graziani Meles and his Fascist Party, EPRDF. If EPPRDF believes that way it is misleading itself to catastrophe.

Now then, If the Ethiopian opposition says that,

That means:

The electoral fraud has become a total failure and the Ethiopian people should ready themselves for the protracted patriotic struggle. If the peaceful meanse of exercising freedom through free and fair election can not work for citizens of Ethiopia, the people will be forced to look for the other option, patriotic struggle. And this is not new to Ethiopians. The Yekatit 12, 1928 massacre in Addis waged by Graziani on the citizens of Addis that killed thousands and the burnt down of thousands of houses ignited the patriotic war of Ethiopians. It united Ethiopians as one and enhanced the decisive struggle to drive Fascist Italy in a short period of time. Similarly, Meles and His Fascist party will be driven out of Ethiopia. They are aliens unwanted by the Ethiopian people.
It looks that Meles and his fascist party won't bend to loose power even if the people showed their exit pole for Meles and EPRDF. And in the mean time the West looks not to worry about it. May be, the west may agree with Meles' assertion that Liberal Democracy in the third world doesn't work as the middle class is not the majority compared to the peasant population, and may take it as an historical bad lack. They might have accepted his "revolutionary Democracy" doctrine.

Note No.2.

Out of the total of 20,000 youth enlisted in the armed forces of Ethiopia during the Ethio-Eritrean war, it took less than 5,000 sacrificed youth of Addis Ababa to liberate Bademe and the occupied territories of Ethiopia from Shabia of Eritrea. How many would it take to drive out Woyane from Ethiopia?

We shall struggle and Liberalism shall win in Ethiopia!

Are you dumb? I dont understand what you wanted to say.

By the way, Ethiopia's politics is just simple. It is very clear that every lay person can even comprehend it. It does not need high level of education. Every one knows:

1. Westerners love Meles because he was the reason for Mengistu's removal, and the removal of Ethiopian pride from the people, at least from the rulers.
2. Westerners strongly dislkie Amharas and other groups who call themselves Ethiopians in the same way as Woyanes do
3. Election board is Woyane creation. A child will tell you this. The West also knows this, but is biased towards unprecedented love for anti-Ethiopia Meles
4. Opposition parties are weak in resources and cannot get ride of Woyane unless the West assits them to do so.
5. Woyane will neveeeeer and eeeever leave office peacefullly. Its blood will first spill and soak the soil before doing so. God created it created it to bevhave in this way only.
6. If Woyane fails it will call Shabia to rescue it. Shabia is Woyane's cousin, remember? It is not true that Shabia pretends to hate Woyane on its radio. Woyane doesnt hate Shabia
7. Ethiopians are captive of Woyane now. A captive has no right whatsoever. They are playing on us like a cat does on a mouse.
8. Ethiopia will eventually be for Ethiopians, not Shabia or Woyane.

It was all made up by Woyane from the outset. UEDF and CUD have allowed Woyane to work up a plan to "democratize" Ethiopia and still make it appear unto the west that Ethiopia is a democracy. Woyane is too complicated, absurd, double edged, filled with duriyes that have been playing dirty games since 1991 in the name of democracy. Expect the worst, Woyane may even detain majore forces behind the opposition exactly what it did to opposition elements after Ethiopia's first election in the 1990s ethiopian calend.

Dear all,
We can argue whether CUD and UEDF did the right thing when they signed the agreement with EPRDF for days. However, it is not going to help us achieve the goal we all yearn for: freedom and democracy to the people of Ethiopia. We should rather focus on what we should (and can) do to support the struggle.

Among other things, we should intensify our efforts to educate politicians and ordinary citizens in the countries we reside. Our endeavours to get the attention of political leaders can be significantly enhanced if we could solicit the support of the citizens (neighbors, co-workers, etc.)of the countries we live in. Can we, for example, collect petitions in malls, shopping areas, etc?

We really need to be patient, focused and consistent in our efforts. Let us channel our emotional energy to finding ways of helping our people's peaceful struggle for liberty.

I tell you 100% that I am with my senses in view of the situation in Ethiopia going on right now. I am totally against genocide perpetuated on innocent, unarmed civilians by a Fascistic government for the simple fact of elongating the autocratic rule of a dictator such as Meles. The interview he gave to BBC's HardTalk doesn't convince me; rather it showed me his true monstrous and barbaric face. No excuse can be given to him in this respect.

Meles is the one who should come to his senses. As I told you above, I am with my senses; I don't take drugs or any hallucinating stuff.
Think for a moment dear Gebreselassie, we are now living in a narrow and small world which is becoming one. There can't be any hidden massacre from the face of this small world. Thanks to modern communication technology. Pictures talk more than lies. I was ashamed of lies made by leaders.

Dear Gebreselassie Let me ask you one sensible question. What was spelled from the 40 people massacred, were they honey and wine? My sense tells me it is blood spelled by the cold blooded murderer Graziani Meles. This is the departure of my perceptual sense from yours. My eyes tell me it is blood spilling from the victims of genocide.

The chance of resolving the election crises through a peaceful means as agreed by the parties concerned based on the tri-party agreement has become a fiasco. Meles has slammed the door for Democracy. The people will struggle to open and get it no matter how much scarifies it takes. Don’t your senses tell you the people will get horrified and angry and furious to go to uncontrollable public disobedience, riot etc., whether I am with my senses or not, come to your senses my dear. This is a fact. Believe me it will happen. The public will do it due to the objective necessity. We will see more bloodshed, killings, sufferings whether we are with our senses or not. The Objective necessity dictates the action and their outcome. There is no rule and order in the face of this fascist leadership. The constitution is meaningless. It is Graziani Meles who is sovereign and not the constitution. I don't understand the excessive power hunger that drives Meles' senses at the expense of mass murder of the Ethiopian people. He is the one who should come to his senses.

Think of Arkebe Ikubay, the supposed to be moderate man going astray in after he lost Addis Ababa to the opposition. Doesn't he remind us Mengistu Haile Mariam when he declared and warned the people of addis for a second round of genocide and blood shed by saying “We will fight till one man and one built is left." Isn't this the same political rhetoric that Mengistu Haile Mariam was saying. History repeats itself. I am very much ashamed of him, as always parrot, he should have the gut to say no to Meles orders.

Why should the political process in Ethiopia be stalled when the only prospect is one of descent into further chaos or even worse authoritarian rule by the EPRDF ? Can't the opposition content themselves with the tremendous gains from this election ? Must they be the leaders of the country ? Isn't there an awful lot they can do to improve good governance in the country and lift us out of hunger and disease ? Come on by refusing to compromise , Ethiopia's opposition leaders are sabotaging the political process just like the EPRDF.

It will not help anybody but prolongs tyranny in the country. Move on !!

Yes, the political process should not be stalled. Right now, the opposition groups are not doing enough to lead the people. May be they are waiting until the final result of the election are announced.Or because of the agreement they signed with Woyane. Once the result is announced(off course we don't expect any fairness from Woyane's election board), they should do what has to be done.

I hope they don't accept the election result OFFERED BY WOYANE. They have already earned it. The whole world has witnessed it.
