Clinic Purchases

I currently purchase for our 63 regional clinics. I have recently found out that some clinics are purchasing things on their own through less than reputable sources. Has anyone else dealt with this in the past and have any advice on how to stop this. It is policy that they purchase all drugs through the pharmacy and we have sent many messages out about this. Also have tried to explain that they get a much better cost savings being able to get their items at our GPO price.
One other area we are looking at is how they dispose of their expired meds. Currently they are supposed to be using a reverse distributor but now pharmacy is talking about having them send all expired's and recalls back to pharmacy and we will dispose of them using our reverse distributor. Anyone else have any experiences with this or any advice. I would really prefer to keep the responsibility with the clinics.
