Good question! The same company makes the refrigerated and Cyanide kit version. I called them on this 2-3 years ago. I asked why and their reply was it is a different formula. Yeah right! At my job location at the time we decided it did not have to be refrigerated.
I just buy the refrigerated and put a BIG note on the cyanide kits stating that the amyl nitrate is in the fridge and must be sent with the kit. Fortunately, we haven't used one in years, so I don't know if the note works or not!
