Outsourcing - Non-Sterile Starting Components

I have seen some information from a small compounding pharmacy out of Temple, Texas. Evidently, 75% of what they compound starts from non-sterile items (powders) when they could start from sterile vials from reputable manufacturers. Does anyone know if they can do this? I don't believe the other compounders out there do this for IV administration? Is this legal? The pricing seems to be less expensive, however, I'm not sure it is a great idea just to look at price. Seems like the drug companies should have a problem with this as, according to one of our pharmacist, they have to ANDA everything.
