missing tool for sliding stops

I have a three year old,broke,soft in the face,backs real good,rolls over his hocks for a rollback good,stops in a couple of steps after hearing the word "whoa",but doesn't slide.I viewed the online stopping video and I spent time pushing him in the bridle at a trot and saying the work "whoa" and I can get him to park his rear end but not sliding.My ground is good and he has tapered 3/4 in. sliding plates.I even tried to do a stopping transaction from a lope to a trot to a walk and he's straight and not raising his head or dropping his shoulders.When he's loping and I say the work "whoa" he starts to do his downward transaction in a couple of steps but no sliding.

I am a little confused. You are saying that he is coming to a stop in a couple of steps. If this is so he is not stopping hard enough to slide. There should be no steps. You say the word who! it means stop and stop now! If that is not the case and he is stopping immediatly try going to a larger show a 1" would be a good start. Then if you are sure that he is trying hard but not able to get it done go to a larger shoe again
